This is actually by Gustav Daniel Budkowski. As the https://www.flickr.com/photos/sofi01/5304819339 comments explain, the signature (to the left of the little girl's back leg) is fake (not by either artist). Since selling for £95,200 in 2004 (http://www.sothebys.com/en/auctions/ecatalogue/2004/russian-sale-l04110/lot.22.html), it has at least twice been put up for sale, listing the correct artist (first http://www.arcadja.com/auctions/en/budkowski_gustav_daniel/artist/43262/ description includes the detail about the signature), for a much lower price. Not sure if either sale was successful.
