George Hand Wright was an American illustrator who was born in 1872. He would have been 10 in 1882. The date is correct. But, I think it was done by the same (same signature) George Wright that painted Mute Appeal (click http://auctions.freemansauction.com/auction-lot-detail/GEORGE-WRIGHT,-(AMERICAN-LATE-19TH%2FEARLY-20TH-CENTURY),-MUTE/1520++++++14+/++919886 image).
